Goal setting should take place throughout the organization, and in stages, from the top down:

CEO sets goals for the upcoming year
Executive reviews the CEO's goals and sets their goals
Directors/Manager's review the Executive's goals and set theirs
Managers share goals with supervisors
Supervisors set their goals, and share them with front-line staff
Front-line staff set their goals
